4.Institutional Autonomy
Pursuant to its registration under Section 8 of the Companies Act, 2013 and in accordance with Central Government mandate No. 126454 dated 23 June 2021, the Company maintains full autonomy from Governmental direction in both its governance and research functions. The administration of the Company remains resolutely committed to upholding this autonomy, thereby safeguarding the integrity and objectivity of all research outputs.
4.Nationwide Authorization
Pursuant to its Charter, the Company is fully empowered to enforce its charters in all States of India. This comprehensive mandate empowers the institution to fulfil its public-interest remit across the nation, unbounded by regional constraints.
6.Mandate and Research Focus
Under its Section 8 registration, CRSPMS secured its mandate through a charter memorandum that explicitly directs its research efforts toward shaping policy formulation and implementation decisions. Entrusted with enhancing policy outcomes through rigorous scientific investigation, institution systematically examines both observable ground realities and often-overlooked alternative perspectives that illuminate the multifaceted socio-economic, cultural, and political landscape. By employing methodologically sound, interdisciplinary approaches, the company generates balanced, evidence-based insights that inform policy decisions and drive actionable public interest outcomes. This strategic focus ensures that both mainstream observations and diverse viewpoints receive due consideration, fostering an environment where policy innovation and adaptive governance can thrive.
Pursuant to the Constitution of the World Health Organization (1946) and without implying any formal partnership, endorsement or proprietary interest on the part of WHO, the Council for Research on Sociological Problems and Mitigation Studies (“CRSPMS”) hereby adopts the following Research Practitioner Model. CRSPMS acknowledges that the definition—“a state of complete physical, mental and social well-being, and not merely the absence of disease or infirmity”—remains the sole intellectual property of WHO and is employed herein strictly for scholarly and policy-formulation purposes.
1.Practice-Belief Alignment
Research practitioners shall design, develop and implement studies in strict conformity with CRSPMS’s core convictions regarding holistic well-being, rather than merely applying established methodologies in a rote manner. All protocols shall be documented to demonstrate fidelity to CRSPMS’s institutional ethos.
2.Deviation Diagnosis
Practitioners shall identify, analyse and report any divergences between policy pronouncements and empirical realities on the ground. Such diagnosis shall elucidate where intended social, mental or physical health outcomes fail to align with observed impacts, thereby highlighting areas for policy refinement.
3. Real-World Clinical Field Studies
In strict confidence and aligning with the practical ethical principles, practitioners shall undertake real-world dynamic testing of the phenomenon of interest within authentic community contexts, in alignment with the priorities enshrined in the United Nations Sustainable Development Goals for the period 2021–2030. Such field studies and the subsequent processing shall accommodate prevailing socio-cultural and environmental variables, and remain subject to CRSPMS’s internal confidentiality protocols
4.Policy Guidance for Holistic Health
Data and insights generated through the foregoing activities shall be submitted to relevant policy-making bodies. CRSPMS shall ensure that its recommendations advance frameworks capable of supporting the physical, mental and social dimensions of health as defined by WHO.
5.Mentorship in Practised Research
Senior researchers shall mentor emerging practitioners to distinguish between theoretical assertions and empirical validation. This mentorship shall prioritise real-world applicability over abstract conjecture and shall be recorded in formal training curricula.
Notwithstanding any provision herein, nothing in this Model shall be construed to grant CRSPMS any right to represent WHO, nor to suggest that WHO has reviewed, approved or sponsored any of CRSPMS’s activities.
9.Financial Sustainability and Impact
The Company shall monetize its technical expertise through the licensing of proprietary methodologies and datasets, fee-based consultancy and advisory services for governance enhancement and public-policy formulation, and royalties from published empirical frameworks. Any surplus generated shall be reinvested to augment research capacity, drive methodological innovation and maximize societal value.
1. The Pursuit of Knowledge Over Competition
Scientific inquiry is a quest for truth rather than a race for validation. Researchers at CRSPMS engage in self-competition, driven solely by intellectual curiosity and a commitment to discovery. Every investigation must be conducted with the utmost integrity and scientific reasoning.
2. Perseverance as the Cornerstone of Scientific Inquiry
Research demands resilience. Success or failure is secondary to sustained effort and intellectual rigor, with progress measured by long-lasting contributions to the body of knowledge rather than immediate recognition of the prevailing standards resting upon the programmed agenda-based photoshoot and conferences.
3. Ethical Integrity and Humanitarian Responsibility
Scientific officers shall observe a pragmatic, de facto normative ethos aligned with contemporary business imperatives, ensuring that research advances the public good without compromising the operational viability. Excellence shall constitute the baseline rather than a self-imposed ceiling; practitioners must shun herd mentality and limiting beliefs, aspiring instead to attain brilliance through rigorous exploration of uncharted domains. Knowledge outputs must be safeguarded against misuse, even as they are responsibly disseminated to sustain the institution’s enduring mission.
4. Intellectual Discipline, Objectivity, and Strategic Engagement
Researchers shall avoid unproductive debates with rigid ideologues, conserving their mental energy for meaningful inquiry. Public intellectual engagement should be measured and strategic—ideas must be defended with clarity and brilliance when necessary. External influences that risk clouding objectivity or distorting intellectual independence must be consciously set aside. Researchers are encouraged to dismantle egoistic constructs of the limited human mind by cultivating a free and artistic spirit, akin to that of poets or composers, and be open to diverse hobbies to stay grounded in reality.
This above all: to thine own self be true,
And it must follow, as the night the day,
Thou canst not then be false to any man.
—William Shakespeare.
1. Purpose
This policy establishes guidelines for ensuring transparent communication with stakeholders and the general public following the completion of research projects. While scientific truth stands on its own and requires no validation, variations in human perception—shaped by social conditioning, individual cognitive capacities, biases, and mental constructs—can lead to diverse interpretations of this truth. Recognizing this, the institution is committed to upholding public interest as its supreme priority in disseminating information.
2. Stakeholder Communication
Upon the completion of any research project, the institution shall:
Inform all concerned stakeholders, including local communities, relevant authorities, and political leaders across the spectrum. Provide comprehensive reports and detailed findings to stakeholders in order to maintain accountability and foster informed democratic participatory discussions.
3. Public Interest and Accessibility
Public interest shall be paramount in all communications. A designated officer will ensure that research findings are conveyed in a manner accessible and clear to the general public. Complex projects will be distilled into easily understandable formats without diluting the inherent scientific truth, acknowledging that while science itself is immutable, its interpretation can vary due to our differing cognitive and social lenses.
4. Exceptional Circumstances
In scenarios where additional efforts are needed to enhance public understanding, the institution shall:
Utilize social media platforms to reach a broader audience through summaries, infographics, and interactive discussions.
Issue dedicated press communiqués to ensure the clarity and accurate representation of findings. This policy is essential because, although scientific truth is self-evident, the array of perceptions influenced by social and cognitive factors necessitates a clear, structured public relations approach to ensure that such truth is communicated effectively and understood by all.
1. Scope and Applicability
This policy applies to all individuals—regardless of rank or position—accessing or operating within the premises of the Council for Research on Sociological Problems and Mitigation Studies. u/s 72 of the IT Act, 2000: Unauthorized disclosure of sensitive or confidential information is punishable under this section, which enforces penalties for breach of privacy and confidentiality obligations.
Violators may face appropriate response which include criminal prosecution, including imprisonment and fines (with penalties of ₹10,000 or higher based on the severity), and shall be held financially liable for any operational or material damage incurred by the institution as determined by applicable law.
4. Enforcement
The Council is devoted to the unwavering enforcement of this policy. It reserves the right to continuously monitor compliance and take immediate remedial actions for any breaches that jeopardize the integrity of our research operations or the institution’s reputation. In circumstances warranting intervention, the Council will invoke all available legal remedies. This includes, but is not limited to:
Criminal and Civil Remedies: Pursuing criminal charges and civil litigation, as permitted under Sections 43, 66, and 72 of the IT Act, 2000, and Sections 329 and 109 of the Bhartiya Nyaya Samhita, 2023, to address unauthorized access, data manipulation, sabotage, or any breach of security.
Internal Investigations: Initiating comprehensive internal investigations in collaboration with law enforcement and regulatory bodies to ascertain the facts and ensure that violations are met with swift and proportionate responses.
International Engagement: The Council leveraging its institutional training capacities and international collaborative networks, reserves the right to escalate the matter to international institutions. This step shall be taken after all appropriate domestic remedies have been exhausted or there are strong reasons to believe the futility of such engagements, in recognition of the Council’s commitment to research projects that align with the United Nations Sustainable Development Goals for 2021-2030.
Continuous Review and Adaptation: Regularly updating enforcement strategies and protocols to address emerging threats and incorporate technological advances, thereby rigorously safeguarding our scientific property.
